Judge Thomas G. Moukawsher of State Superior Court in Hartford found for the plaintiffs last week in a long-running case, Connecticut Coalition for Justice in Education Funding v. Rell, that “Connecticut is defaulting on its constitutional duty” to give all children an adequate education because the state was allowing students in poor districts to languish while those in wealthy districts excelled. He gave the state 180 days to revamp teacher evaluations and compensation, special education services and graduation requirements. Despite saying the state would appeal, Mr. Jepsen said that the ruling had “identified profound educational challenges that remain,” and he urged the state’s policy makers to immediately address those challenges, “without delay.”
