Mr. Moise, whose arrest on drunken-driving charges led the police to link him to the shooting, was facing a charge of second-degree murder with depraved indifference, Robert K. Boyce, the New York Police Department chief of detectives, said. Chief Boyce said that after the shooting, Mr. Moise tried to hide a gun, a 9-millimeter, at a friend’s apartment on Montgomery Avenue. There, the police said, he fired two shots into a wall and accidentally cut himself in the wrist. The shot that killed Ms. Poyau was fired around 4:15 a.m., about 30 minutes after the J’ouvert procession began. Ms. Poyau’s friends told the police that they heard the gunshot, then turned around and saw her fall. Ms. Poyau, a student at St. John’s University, was “a stellar person,” Chief Boyce said. Later on Monday, police officers saw Mr. Moise driving on three wheels and pulled him over. His wrist was wrapped in a bloodstained Caribbean flag, Chief Boyce said. Investigators traced his earlier movements and located the gun, Chief Boyce said. Mr. Moise has five prior arrests, all of which are sealed, the chief said. Three others were also shot during the festival. Tyreke Borel, 17, was killed by a gunshot to the chest, a block from where Ms. Poyau died. No one has been arrested in that shooting. A 72-year-old woman and a 20-year-old man were also shot, but were expected to survive.
